Around 1% of the Union's national wealth, which is equivalent to about 235 Euro per head of the population comes into the EU's annual budget and is then spent mainly for its citizens and communities. In the financial period 2007-2013 EU's budget amounts to 864.4 billion EUR with the following structure: - Competitiveness for growth: 74.2 billion EUR
- Cohesion for growth: 307.9 EUR
- Preservation & management of natural recourses: 371.3 billion EUR
- Freedom, security & Justice: 6.6 billion EUR
- Citizenship: 4.1 billion EUR
- The EU as a global partner: 51 billion EUR
- Administration: 50.3 billion EUR
- Compensations: 0.8 billion EUR
Close to 80% of the total EU budget goes back to EU member states in the form of structural funds, cohesion fund and agricultural subsidies. These funds are managed by member states and since they promote cohesion of EU regions are available only for national beneficiaries in the members states. Roughly 22% of the EU budget is available through centrally managed programmes that promote the competitiveness of the whole European Union. These Community programmes support research, education, health, small and medium enterprises, energy, information society and other areas which are priorities for competitiveness of the European Union. Around 2% of EU budget is received by the third countries and international organisations (like Red cross, United Nations, etc.) in the form of development assistance. Funds managed by the European commission are available through various programmes, like 7th Framework Programme for Science and Research, Lifelong Learning, eContent Plus, Culture, etc. Calls for proposals are published within these programmes once or several times per year. To receive the grants the applicants have to present a project and follow the following rules: - European idea: projects have to be presented by consortiums of several project partners from different member states and needs to contribute to solving general European problem.
- Projects need to be innovative.
- Investments into the infrastructure (buildings, machines, etc.) are usually not financed with Community programmes
Substantial finance is available through hundreds of different schemes funded by the European Union, offering potential benefits to organisations both within the EU and outside it. The underlying purpose of European funding is to encourage organisations into growth-related activities or to benefit regions or population groups which have particular challenges to overcome: in this way there will be a benefit to the overall development of the European economy, which is why many funding schemes require transnational cooperation.
